Do You Need a Permit or License for Flooring in Orlando?

In most cases, no permit and no state license are needed to install flooring in Orlando. Florida's DBPR does not require a state contractor license for flooring work, and Orange County says replacing flooring generally does not need a building permit.

Do you need a license to install flooring?

No. Florida's Department of Business and Professional Regulation (DBPR) lists installing wood or tile flooring among the jobs that do not require a state contractor license. Florida Statutes 489.117(4)(a)1. also bars cities and counties from requiring their own local license for flooring installation specifically.

That changes if the job includes work outside the floor covering itself — plumbing, electrical, or structural repairs to the subfloor or slab — which still requires a licensed contractor for that part of the job.

When a permit IS needed

The Orange County Permitting FAQ says replacing flooring generally does not need a building permit. A permit becomes necessary when the project goes beyond a straight floor-covering swap, including:

  • Plumbing changesMoving a drain for a new shower pan or relocating a toilet flange.
  • Electrical workAdding outlets or moving wiring under the new floor.
  • Structural repairsReplacing subfloor joists or repairing the slab itself.

HB803: a new exemption for small jobs (since July 2026)

Since July 1, 2026, single-family homes outside flood zones can request an exemption from certain permits for work under $7,500, under Florida law HB803, through the City of Orlando's exemption process. This exemption is for small jobs and does not remove the rule above: plumbing, electrical or structural work tied to the flooring job can still require a permit.
