Ocoee has the highest share of owner-occupied homes of the five cities on this site, so most requests come from owners updating the house they live in. Here is what the City of Ocoee publishes on permits, exemptions and fees, plus Census data on local housing. We prepare estimate requests and do not install floors.
Who handles flooring permits in Ocoee
Ocoee is in Orange County, and permits inside the city are handled by the City of Ocoee's Building Division. The city's permit FAQ lists the kinds of work that need a permit, including renovations and electrical, plumbing and mechanical work (ocoee.org, permit FAQ). The pages we reviewed do not name flooring as permit-required or as exempt, so this website cannot tell you which side a flooring job falls on.
Treat it as an open question: describe your project to the Building Division and ask whether it needs a permit or an exemption. Replacing only the floor surface is a different scope from changing the subfloor, walls, plumbing or electrical, and the answer can differ. The division lists 407-905-3104 for permit questions.
Ocoee homes by age and type
Detached single-family houses make up 77.5% of Ocoee's housing, the highest share of the cities we cover, and 73.2% of households own their home. The median year built is 2000: about half the units (49%) were built in 2000 or later and 16.1% before 1980. The median owner-occupied value is $406,400.
A house from the 1990s or 2000s often still has its first tile or carpet. Removing original tile set in mortar is slower and dustier than pulling carpet, so ask how the installer contains dust and whether removal is priced per square foot.

The HB 803 exemption process in Ocoee
The Building Division page says that beginning July 2026, the city implements Florida House Bill 803. Owners and contractors seeking an exemption from building permit requirements must submit an Exemption Application, and the city also requires a Zoning Verification Letter before exempt work begins (ocoee.org, Building Division). If your installer says the job is exempt, ask whether that application and letter are in place before the floor is torn out.
Ocoee's permit portal and fee formula
The Building Division takes applications through its e-Permitting portal (ocoee.org, Building Applications & Forms). Under the fee schedule adopted in April 2025, a one- or two-family residential permit is $50 plus $5.00 per $1,000 of construction cost, and additions, alterations and repairs use the same rates (City of Ocoee fee schedule). As a worked example, a $10,000 alteration would come to about $100 before any other charges; ask the division to confirm.
Homeowner associations in Ocoee subdivisions may have their own flooring rules. Those sit outside the city's process, so check with the association before ordering material.
