Winter Park has the oldest housing of the five cities we cover, and that shapes a flooring job more than the choice of plank or tile. This page collects what the city and federal agencies publish so you can plan the right scope. We prepare estimate requests; we are not the installer, and nothing here replaces the city's answer on your address.
Who handles flooring permits in Winter Park
Winter Park is in Orange County, but building permits inside the city are handled by the City of Winter Park's Building & Permitting Services department. The city's “Do I need a permit” PDF says a permit shall not be required for painting, floor covering and similar items (cityofwinterpark.org, Do I need a permit).
The same document describes interior alteration, which does need a permit, as including removing or replacing walls or floors. Read those two statements together. Putting new flooring over an existing floor reads as floor covering. Removing or replacing the floor itself, or the structure beneath it, reads as an alteration. A real project can sit between the two, such as pulling up a damaged subfloor section before laying new planks, so describe the actual scope to the city.
Winter Park homes by age and type
The Census Bureau's latest five-year survey puts the median year built for Winter Park housing at 1976. About 56% of units were built before 1980 and 28.6% before 1960, while only 23.9% date from 2000 or later. Roughly 61% are detached single-family houses and 27% sit in buildings with five or more units, so condo boards are part of many projects.
Owner-occupied homes here have a median value of $731,400, the highest of the cities on this site, and 66.2% of households own. In practice that means more requests to restore or match existing wood and fewer quick rental turnovers.

The HB 803 exemption and the city portal
The city's Building & Permitting Services page explains that, under HB 803, an exemption for single-family projects under $7,500 is requested through the city's self-service portal (cityofwinterpark.org, Building & Permitting). If your project is more than a surface change, ask the city whether an exemption, a permit or neither applies before the installer schedules work.
Lead paint, asbestos and original heart pine
Homes built before 1978 fall under EPA's lead renovation rule: a paid crew that disturbs more than six square feet of painted interior surface, such as old baseboards or door casings pulled during a floor job, must be an EPA-certified firm using lead-safe practices (EPA, RRP rule questions). Ask the installer for that certification before trim comes off.
Old resilient tile and the black adhesive under it can contain asbestos. EPA tells homeowners not to sand or level asbestos flooring or its backing, and to cover it with the new floor when possible (EPA, asbestos at home). If a room still has 9-inch squares or dark mastic, get it tested before anyone grinds it.
The city's Historic Preservation Board does not review interior remodeling, but its own FAQ points owners of designated homes to features worth keeping, including heart pine floors and cypress paneling (cityofwinterpark.org, Historic Preservation). Refinishing an original floor can be a better plan than covering it.
What a Winter Park permit costs when one applies
The fee schedule in effect since October 2026 charges the Florida Building Code permit at 0.0057 of the job valuation, plus a submittal fee of one third of permit fees with a $100 minimum, a technology fee and state surcharges (City of Winter Park fee schedule). Valuation is the contract price or the ICC building valuation table, whichever is greater. A surface-only floor covering usually needs no permit at all; the fees matter when your scope turns into an interior alteration.

- Testing first: for homes built before 1980, who tests old tile or mastic before removal.
- Lead-safe trim work: the firm's EPA certification if painted baseboards or casings are disturbed.

- Permit scope: whether the job is floor covering or an interior alteration under the city's wording.

Questions about flooring in Winter Park
Do I need a permit to replace flooring in Winter Park?
The permit authority is the City of Winter Park. Its “Do I need a permit” PDF says a permit is not required for painting, floor covering and similar items, but it counts removing or replacing walls or floors as an interior alteration, which does need a permit. Replacing the surface is therefore a different scope from replacing the floor structure. Confirm your exact project with the Building & Permitting Services department before starting.
What is the difference between floor covering and replacing a floor?
Based on the city's own wording, floor covering such as new flooring laid over an existing floor is listed among work that does not need a permit, while removing or replacing the floor itself as part of an interior alteration does. If your job involves subfloor or structural repair, describe it to the city rather than assuming the exemption applies.
What is the HB 803 exemption in Winter Park?
The city's Building & Permitting Services page says that, under HB 803, an exemption for single-family projects under $7,500 is requested through the city's self-service portal. Ask the city whether your project qualifies and what it needs from you.
Does Winter Park's historic board review new floors?
No. The city's Historic Preservation FAQ says interior remodeling of a designated structure is not reviewed. The same page encourages owners to consider keeping features such as heart pine floors and cypress paneling.
My Winter Park home was built before 1978. What changes for a flooring job?
EPA's lead renovation rule applies when a paid crew disturbs more than six square feet of painted interior surface, so a firm pulling old baseboards must be EPA-certified. Older resilient flooring may also contain asbestos, which EPA says should not be sanded or ground.
